Purpose:


The purpose of this Policy is to identify the process by which new courses, course modifications, course deletions, new programs, and program changes are reviewed and evaluated.


Background:


Until 2002, the UH Community College (UHCC) System had a series of policies entitled Chancellor for Community Colleges Memoranda (CCMM). CCM 6100, Policies and Procedures for Approval of New and Modified Courses, provided the UH Community Colleges with the foundation for determining the curriculum review process at each college. The Office of Hawaiʻi Community Colleges Polices (UHCCP) was developed to support this function.


In Fall 2013, Hawai’i Community College’s (HawCC) Vice Chancellor for Academic Affairs (VCAA), as the College’s chief academic officer, requested the development of a policy to replace CCM 6100 and identify the College’s curriculum review process based on the current practice. The Educational Policy Committee reviewed the draft policy and made recommendations, and on December 7, 2018, HawCC’s Academic Senate approved the policy.


In Fall 2021, the CRC drafted an updated policy to remove the duties and responsibilities section of the original policy based on recommendations of the Educational Policy Committee (EPC) and used those duties and responsibilities to create a CRC operational guideline document. The EPC reviewed the draft policy and made recommendations to the Academic Senate, which approved the updated policy on April 29, 2022.

Faculty members are responsible for maintaining the quality, integrity, and cohesions of Hawaiʻi CC’s curricula and programs to meet Hawaiʻi CC’s Mission as agreed upon in the UHPA-BOR Contract. As stipulated in the Senate Charter, a review of curriculum proposals has been assigned to the Curriculum Review Committee (CRC), a standing committee of the Academic Senate.

  1. Each department will review its own courses and program, ensuring accuracy of course learning outcomes and the courses' academic rigor, integrity, currency, and continued articulation in the UHCC system.
    1. Any proposed changes to existing courses and programs will be modified via the course management system by the curriculum proposal deadline of the CRC.
    2. Any new programs and experimental courses developed should be proposed via the course management system by the curriculum proposal deadline of the CRC.
  2. All proposals will be vetted by the CRC based on the committee's operational guidelines.
  3. The committee will annually review the online proposal format, revise, as appropriate, and submit recommendations for revision, as necessary, to the Academic Senate EPC. The Hawaiʻi CC Academic Senate is responsible for approving revisions to the policy and sending revisions to the Vice Chancellor of Academic Affairs who then forwards it to the Chancellor for final approval and distribution.
