BIOGRAPHY: Dr. Rockne Freitas was born and raised on the island of Oahu. He graduated from Kamehameha Schools, Kapalama. He received his Bachelor of Science degree in Animal Science and a minor in Business Administration from Oregon State University. Rockne received several all-star honors while playing football at OSU which led to his professional football career as an offensive tackle with the Detroit Lions for 12 years. He received all-pro honors with the National Football League for three consecutive years and was also once-voted the most valuable player for the Detroit Lions. As a former NFL player and coach, Rockne was inducted into the Hawai‘i Sports Hall of Fame and the Oregon State University Sports Hall of Fame. Dr. Freitas received his M.Ed. and Ed.D. in Education from the University of Hawai‘i at Manoa. His doctoral research focused on developmental systems and guidelines for drug prevention, education, monitoring and counseling for intercollegiate athletics. Dr. Freitas served as Vice President and Executive Director of the Ke Ali‘i Pauahi Foundation and held several leadership positions at Kamehameha Schools and GRG Enterprises. He also served as a trustee for the Office of Hawaiian Affairs, and commissioner for the Department of Hawaiian Home Lands. He previously served as Vice President of University Relations for the UH System and Associate Athletic Director for UH Manoa. In August 2004, Dr. Freitas was named as Chancellor of Hawai‘i Community College and the University of Hawai‘i Center at West Hawai‘i. Chancellor Freitas currently serves on the American Council on Education’s Commission on Lifelong Learning and the American Association of Community College’s Commission on Diversity, Inclusion and Equity. He is also a member of the Pacific Postsecondary Education Council

Services Barbara Arthurs has been "educator" since she was little. Being
the eldest of the cousins, she played school with her younger cousins
and played the role of "teacher" while growing up in Waianae on Oahu. Years later she earned her B.Ed. and Fifth Year Certificate from UH Manoa and returned to her alma mater, Waianae High School, to serve as a Social Studies teacher. After a few years of teaching she returned to UH Manoa to earn her M.Ed. in Special Education. While working on her master’s degree she met her husband Bob Arthurs who joined the U.S. Department of State. His first assignment was in San Francisco. While there Barbara attended the University of San Francisco and earned her Ed.D. in Educational Psychology – Counseling and Guidance. She is the mother of two children: Leilani, who has a Ph.D. in Geochemistry and is currently working at the University of Colorado at Boulder, and Bobby, who has a B.A. in Art and who is a designer and builder of custom designed homes and also a musician. Barbara was born in the Kalihi-Palama area, grew up in Waianae, and lived in many places outside of Hawaii to include California, Virginia, Colombia South America, Trinidad in the West Indies, and Australia. She has been an educator (teacher/counselor/administrator) where ever she has lived and has worked with diverse students in pre-schools, elementary schools, middle schools, high schools, a community college, universities, and a prison. She believes that education is a vital process in realizing and actualizing the potential of each individual. |

Sara Narimatsu graduated from McKinley High School in Honolulu, Hawaii and the University of Hawaii at Manoa where she received both her B.Ed. and M.Ed. in Education. Since being hired in 1976 as the lead instructor of the Comprehensive Employment and Training Act (CETA) Employment Preparation Program, she has dedicated her career at the college in the development of non-credit workforce training. She has led her program through the Job Training Partnership Act (JTPA) and most recently, the Workforce Investment Act (WIA). She has progressed in her faculty career to Professor/Coordinator of the Skills Development Center at Hawaii Community College. She has served as Interim Director of the Office of Continuing Education and Training since 2007 and most recently was appointed as Director of OCET. In 2003, she was awarded the Provost’s Award for Outstanding Service to Hawaii Community College for her contributions to the workforce development and training community of this island.
